Play of the Week - Week 23 - August 12, 2002 - Final Exam

Play 1

4th and 5 from A's 40-yard line. Team A shifts to a scrimmage kick formation. Before all eleven players are set for a second, center A1 snaps the ball to K2. K2's kick is caught by R1 at R's 20-yard line. During the return by R1, R2 clips K3 at R's 30-yard line. R1 fumbles the ball at R's 40-yard line where K5 recovers the fumble and is down at R's 42-yard line.

What is the ruling?

Double foul replay the down. Even though there was a change of team possession during the down, the team gaining final possession had fouled before gaining possession. Both fouls occurred during the live-ball period and the result is a double foul. The penalties cancel and the down is replayed.

Play 2

4th and 10 from K's 35-yard line. Team A is in scrimmage-kick formation and the ball is snapped to A1 who is the potential punter. A1muffs the ball allowing it to hit the ground. To keep B from gaining position of the ball, A1 kicks the ball off the ground at K's 20-yard line. The ball is kicked down field and goes out of bounds at K's 48-yard line.

What yard line will the ball be next snapped from if the penalty is excepted or declined, and who's ball is it?

Normal kicking rules and restrictions are not in effect during an illegal kick. The kick is illegal and the resulting loose ball is treated as a fumble. If the penalty is declined it would be K's ball 1st and 10 from their 48-yard line. If accepted, the penalty is 15 yards from the spot of the foul the 20 yard line. In this situation we would go half the distance to the 10-yard line where it would be 4th and 35 for K from their 10-yard line.

Play 3

2nd and 10 from B's 20-yard line. A1 throws a forward pass into B's end zone where B1 intercepts the ball. While B1 is attempting to advance the ball out of the end zone, B2 clips A6at the 8 yard line. B1 is tackled in the end zone by A9.

What is the ruling?

The basic enforcement spot is the 20 yard line. If the penalty is accepted it will be enforced from the spot of the foul. B's ball first and 10 from B's 4 yard line. If the penalty is declined it would be B's ball 1st and 10 from B's 20 yard line.

Play of the Week - Week 22 - August 5, 2002

3rd and 5 for team A from A's 30 yard line. Team A lines up in an 8 man line with number 88 being covered by number 89. Both 88 and 89 go down field to receive a forward pass. Quarterback A1 drops back and fires a forward pass to number 88 at A's 40 yard line. Before the ball gets to number 88, B1 interferes with #88 opportunity to catch the pass. The ball caroms off #88 hands and fall to the ground.

What is your ruling?

Defensive pass interference may only occur against eligible receivers. Number 88 was an ineligible receiver since he did not line up in an eligible position. We can not have defensive pass interference in this situation. We do have offensive pass interference against number 88. 4th and 20 from A's 15 yard line.

Play of the Week - Week 21 - July 29, 2002

4th and 10 from the 50 -yard line. During the scrimmage kick K2 holds R2 at K's 45 yard line. R1 signals for a fair catch at R's 20 yard line. The ball is caught by R1 who advances the ball to his 35 yard line.

What is the ruling?

R may decline the penalty for the illegal use of the hands by K2 and retain possession. If this choice is made, R will put the ball in play 1st and 10 from R's 15 yard line following the penalty for the dead ball foul, delay-of-game by R1. If R decides to accept the penalty for the holding foul by K2, the result will be 4th and 20 from K's 40 yard line following the enforcement for both fouls and the down replayed. All-but-one principle applies to the spot of enforcement.

Play of the Week - Week 20 - July 22, 2002

A free kick from K's 40 yard line is kicked high in the air and comes down on K's 45 yard line where it is muffed in flight by K2 after which it is recovered by K3 on R's 40 yard line.

What is your ruling?

This is first touching and also kick-catching interference by K2. R may choose to take the ball at the spot of first touching, or accept the 15 yard penalty for kick-catching interference and have K rekick, or R may choose to accept the penalty of an awarded fair catch at the spot of the interference, K's 45.

Play of the Week - Week 19 - July 15, 2002

3rd and 2 from A's 40 yard line. A1's forward pass attempt is deflected by B3. The tipped ball is caught by guard A3 at A's 38 yard line and advanced to A's 44 yard line.

What is your ruling?

No foul. All A players become eligible when B tipped the ball. 1st & 10 for A on the 44.

Play of the Week - Week 18 - July 8, 2002

4th and 4 from B's 16 yard line. K1's field goal attempt is partially blocked behind the neutral zone, but deflects beyond the neutral zone and is muffed by R1. The muffed ball is recovered by K2 behind the neutral zone at B's 20 yard line. The Referee blows his whistle as soon as K2 recovers the kick.


What is your ruling?

We have an inadvertent whistle by the referee. Any kick recovered behind the neutral zone can be advanced by R or K. K can have the result of the play 1st and 10 from B's 20 yard line or replay the down. I am sure they will take 1st and 10 from the 20.

Play of the Week - Week 17 - July 1, 2002

2nd and 10 from B's 25 yard line. A1 breaks free on B's 20-yard line and is near the goal line on a run which will score the go-ahead touchdown. Just before entering the end zone, A1 turns and taunts B1. The time in the fourth period expires during the run.


What is the ruling?

The touchdown is scored and the unsportsmanlike foul by A1 cannot be penalized. The game is over.

Play of the Week - Week 16 - June 24, 2002

Second and 10 from A's 40 yard line. A1 runs to B's 20, from where he throws an illegal forward pass to A2, who grabs it at B's 17 yard line and advances to B's 10.

What is your ruling?

A's illegal forward pass is a spot foul, marked off from the 20 yard line. In this case there is no loss of down for A since the penalty gives team A a new series of downs. 1st and 10 for team A from B's 30-yard line.

Play of the Week - Week 15 - June 17, 2002

The score is tied 10 to 10 going into overtime. Team K is first to be on offense. On 3rd down and goal from R's 5 yard line, K1's field goal attempt is blocked at R's 12 and quickly recovered there by K2, who advances to R's 2 yard line.

What is your ruling?

Fourth and goal from R's 2 yard line.

Play of the Week - Week 14 - June 3, 2002

3rd and 8 from B's 30 yard line. A1 runs to the 20 yard line and fumbles the ball. An official inadvertently sounds his whistle while the ball is loose. To make things worse the second period ended during the play.

What is the ruling?

The period shall be extended for an untimed down. Team A may put he ball in play where it lost possession or may choose to replay the down from the previous. Most likely team A will choose 1st and 10 from the 20 yard line, but they can have 3rd and 8 from B's 30 yard line.

Play of the Week - Week 13 - May 27, 2002

2nd and 10 from B's 19 yard line. The clock is running with 10 seconds remaining in the fourth period as A1 drops back 4 yards and intentionally grounds a forward pass to stop the clock. The clock is stopped with 3 seconds left in the game.

What is the ruling and the clock status?

An illegal forward pass. Penalize A 5 yards from where the run ended and count the down. 3rd and 19 from B's 28 yard line. Start the clock on the ready following the illegal pass to conserve time. If the penalty is accepted and time runs out in the fourth period team A is entitled to an untimed down. B can decline the penalty and if the clock runs out before A runs a play the game is over.

Play of the Week - Week 12 - May 20, 2002

R1 fair catches a kick at K's 30 yard line and elects to put the ball in play via free kick to try to score a field goal. R1 makes it clear his intention to drop kick, but when he tries to execute the play he instead punts (kicks the ball before it can touch the ground). The ball goes through the uprights and above the crossbar.

What is the ruling?

A free kick after a made or awarded fair catch must be either a kick from placement or a drop kick, it is illegal to punt the ball under these circumstances. R1 who is now K should be flagged for making an illegal kick, a live ball foul enforced 15 yards from the spot of the kick. If the penalty is excepted 1st and 25 from A's 45 yard line and K has the option to free kick or put the ball in play by snap. If the penalty is declined R1's illegal kick is NOT treated as a kick; it is treated the same as a fumble. Thus, the illegal kick went between the uprights and above the cross bar it could not score. If the penalty for the illegal kick is declined, the result of the play would be a touch back, 1st and ten for R from the 20 yard line. 2-16-2, 4-1-2c, 6-5-3, 8-4-1a, 9-7-1 Penalty 10-3-1a.

Play of the Week - Week 11 - May 13, 2002

Second and 10 on A's 25. B1 thinking he is the 12th player B player on the field, runs off the field on the sideline by team A's bench. B1 was really only the 11th player. B1 left the field before the snap, and did not return until the play was over. A's play was a running play up the middle for a 2 yard gain.

What is the ruling?

No foul. Anyone of the 22 players can leave the field as long as they don't return to participate during the down. Third and 8 from A's 27 yard line. If this was the 12th player it would be a foul for leaving the field on the wrong side.

Play of the Week - Week 10 - May 6, 2002

Fourth and 4 on K's 20 yard line. K1 punts the ball. The kick hits the the ground on R's 45 yard line. After the kick hits the ground and before R2 recovers the ball, R2 signals for a fair catch. R2 recovers the ball on his 42 yard line with one knee on the ground.

What is the ruling?

Invalid fair catch signal 2-9-4c loose ball play administer from the previous spot. 5 yard penalty would give K a first down at his 25 yard line.

Play of the Week - Week 9 - April 29, 2002

Third and 10 from A's 20 yard line. A1 drops back to pass. While trying to tackle A1, B3 inadvertently grasps and quickly releases A1"s facemask at A's 10 yard line (5 yard facemask). A1 breaks free and throws a backward pass over A2's head which ends up going out of bounds at A's 2 yard line.

What choices do you give to A's captain?

The 5 yard fasemask is administered from the previous spot - A's 20 yard line. It will be third and 5 from A's 25 yard line. Loose ball play rule 10-3-1c.

Play of the Week - Week 8 - April 22, 2002

In an attempt to catch K1's short free kick, R1 runs into k3, who is stationaryat team R's 40 yard line. R1 subsequently muffs the kick and K4 recovers at team R's 42 yard line.

What is the ruling?

The receiving team must be given an unmolested opportunity to catch a free kick in or beyond the neutral zone. K3 has fouled. Team R may accept a 15 yard penalty for kick catching interference from the previous spot and reply the down, or choose to accept the penalty of an awarded fair catch at the spot of the foul. Team R may also attempt a free kick for a score from the spot of the awarded fair catch.Opportunity to catch a kick - 6-5-6.

Play of the Week - Week 7 - April 15, 2002

Team K's free kick bounces near the sideline at team R's 33 yard line. After the ball bounces R2 is hit by K1 just before R2 touches the kick, causing him to muff the ball. K2 attempting to recover the ball at team R's 30 yard line muffs it to team R's 25 yard line , where it rolls out of bounds.

What is the ruling?

R2's protection ended as soon as the kick hit the ground. Since R2 touched the kick, it will be R's ball at the spot it went out of bounds, its own 25 yard line. First and 10 for R at the 25 yard line. *This play was taken from Referee magazine April 2001 issue found on page 64.*

Play of the Week - Week 6 - April 8, 2002

As time expires, team A scores a touchdown to make the score team B13, A12. During the successful kick try to put the game into overtime, B4 is flagged for roughing the kicker.

What is team A's option?

If team A accepts, the penalty will be enforced from the succeeding spot to start overtime (15 yard penalty), or it may replay the try (half to distance to the goal line) 1 ½ yard line and go for a two point attempt to win the game in regulation play.

Play of the Week - Week 5 - April 1, 2002

4th and 5 for team K at R's 45-yard line. R1 is retreating toward his own goal line to recover K1's kick. R1 recovers K1's kick at his 4-yard line and his original momentum carries him into the end zone. He falls down there with the ball in his possession.

What is the result of this play?

The result of this play is a safety. Momentum does not apply to a recovered kick. 2-4-1 catch, 2-34-1 recovery, and 8-5-1, 2a exception

 

Play of the Week - Week 4 - March 25, 2002

Second and 20 for A at his own 20 yard line. Cornerback B1 is flagged for holding eligible receiver A2 at team A's 27-yard line. Quarterback A1 goes back to pass, but finds no one open and is tackled at his 12-yard line.

What is the ruling?

Running play. The holding will be enforced from the end of the run. Second and 18 from A's 22 yard line. 10-3-1 and 10-4-3

 

Play of the Week - Week 3 - March 18, 2002

2 and 12 from A's 4 yard line. A1 drops back to pass and is tackled by the face mask in the end zone by B2.

What is your ruling?

The enforcement spot for any foul by the defense is the goal line when the run ends in the end zone and would result in a safety. 2nd and 1 for A from the 15 yard line. 10-5-3

 

Play of the Week Answer - Week 2 - March 11, 2002

2nd and 10 from A's 30 yard line. A1 drops back to pass and throws a forward pass to eligible A2 at his own 28 yard line. A2 then throws a forward pass toward A3 at A's 45yard line. Before the pass gets to A3, B1 pushes A3 out of the way and intercepts the pass at A's 45 yard line. B3 is tackled at A's 25 yard line.

Who does the ball belong to and what is the down and distance?

Legal contact by B1 since interference restrictions end for B when A2 touched the first pass. 7-5-9c

 

Play of the Week Answer - Week 1 - March 4, 2002

Third and 10 on team A's 20 yard line. A1 drops back to pass at his own 10 yard line and throws a forward pass. The pass hits ineligible A7 (number 68) on the helmet at A's 24 yard line. The ball carries down field where Eligible A2 catches the ball at his 30 yard line and is tackled at his own 32 yard line.

What is the result or results of this play?

Offensive pass interference on A7. The 15 yard penalty is enforced from the previous spot and includes a loss of down. Half the distance to the goal and it will be 4th down. 4th and 20 for A from his own 10 yard line. 7-5-10 b touching 2-43
